On January 10, 2012, Zhao submitted an application for information disclosure such as "meeting minutes prepared by the professional sub committee" as required. However, the response from the Ministry of Health on January 20th still did not disclose relevant information, stating that the drafting unit of the meeting minutes - the National Food Safety Standards Review Committee - was not an agency of the Ministry of Health and did not have access to this information
